No Dumping Allowed!

Neighbors, I originally sent the message below via Idylwood's two Yahoo! e-mail groups on January 12; however, based on additional emails that have shown up on our two Yahoo! e-mail sites since then, it appears that some residents are still confused as to whether they can or cannot compost leaves in Spurlock Park. This is the latest and final word on this issue: Let there be no doubt, it is NOT ACCEPTABLE OR LEGAL to compost leaves in Spurlock Park. If you want to compost leaves in your own yard, have at it, but NEVER, NOT EVER, ON PUBLIC PROPERTY.

No Dumping in Spurlock Park!

From the President's prior email:

Over the last few months there have been a series of email [] regarding composting leaves in the area surrounded by the limestone wall in Spurlock Park. In an attempt to clear-up the issue I met with a representative of the Parks and Recreation Department, Larry Chenier, last week and after that meeting I received an email from Mr. Chenier notifying me that residents had the green light to use that area to compost leaves.

[Thereafter,] I received a follow-up email from Mr. Chenier that rescinds the Houston Parks and Recreation Department's original approval to compost leaves in Spurlock Park. I quote from Mr. Chenier's email:

The purpose of this email is to inform you that the Department is rescinding its approval to use Spurlock Park as a compost site. We just met with Senior Inspector Crowley of HPD's Major Offenders Division, Environmental Investigations Unit, and he informed us that according to the Attorney General [sic District Attorney for the State of Texas], [Spurlock Park] cannot be used for composting due to the potential of run-off into the bayou. He was very concerned about the dumping that has already occurred. He said Harris County Flood Control will be posting "No Dumping" signs very soon and that anyone caught dumping would be fined. So please inform your home owners and private landscapers that as of [January 11, 2010] they can no longer deposit their grass clippings and leaves if [sic] [Spurlock Park].

(Emphasis added.)

Based on this information, it is clear that the District Attorney for the State of Texas has determined that this practice is not acceptable and will not be tolerated. Therefore, if you have used this area to compost leaves in Spurlock Park, please discontinue doing so immediately and if your private lawn maintenance contractor used this area to compost the leaves from your yard, please inform him to discontinue doing so immediately.
